“The poor man,” Mr. Carter said, “you all are pushing him out.” He added that “something has got to be done” and suggested that the question of zoning should be put on the ballot.

Alice Laimbeer said that she did not want to see changes in the Comprehensive Plan-. “I’m so proud ... so many people are so proud to live in Rappahannock County. I truly love this place,” she said.
