"arrangements” that bestow some of the many benefits and obligations that come automatically with marriage. Such arrangements appear targeted by this law and, whether by design or not, make many people secondclass citizens.
Perhaps those cold to the human dimensions of this law will eventually recognize and be swayed by the economic effects, as businesses make decisions about where to locate, and people make decisions about where to live.
