The new partnership allows the county to facilitate Commonwealth CAP which can then apply for money and food from federal and state programs, according to county administrator John McCarthy.

Benjamin explained that the community action partnership was started in 1965 as a part of then President Johnson’s War on Poverty. Their mission is twofold, said Benjamin. First, to “reduce the pain and suffering" caused by poverty, and second, to “permanently reduce poverty," which most often means finding people suitable, regular employment.
