PUBLIC COMMENT PERIOD: March 19, 2009 to 5:00 p.m. on April 20, 2009 PERMIT NAME: General Permit for Total Nitrogen and Total Pnosphorus Discharges and Nutrient Trading in the Chesapeake Bay Watershed in Virginia NAME, ADDRESS AND PERMIT NUMBER OF APPLICANT Town of Washington, 485 Gay St.. PO Box 7. Washington, VA 22747 NAME AND ADDRESS OF FACILITY: Rush River WWTP, Warren Ave., Washington, VA 22747 PROJECT DESCRIPTION: The Town of Washington was issued VPDES Permit No. VA0091651 on June 1, 2006 for the discharge of treated wastewater from the proposed Rush River WWTP to the Rush River. The Town also registered the proposed facility under trie General Permit for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Bay Watershed n Virginia under registration number VAN020108. Under the watershed general permit the applicant must offset any increase in Total Nitrogen (TN) or Total Phosphorus (TP) loading delivered to tidal waters in the Chesapeake Bay watershed resulting from the opposed discharge. The applicant proposes to offset the additional nutrient loads as follows: •TN loads will be offset by taking over 100 septic tank drainfield

systems offline and providing biological nutrient removal to

these flows prior to discharge. Phase lot the project will remove

2 nonresidential properties and 80 equivalent residential properties

from septic tank, drainfield systems with an estimated

reduction of 892 lbs year of TN delivered to Chesapeake Bay

tidal waters. Phase 2 will include an additional 26 equivalent

residential properties for a total delivered load reduction of

1040 Ibs.yr Tn. The TN delivery factor for this discharge is 0.61.
