Requirement* for Old Ace Assistance are that the applicant he at least sixty-five years of age, have been a resident of the state for one year, and be in need. He must take the responsibility of proving these things and if he, has grown children, to prov e that, they are not financially able to help him. If he owns property, be must agree to the welfare department’s placing a lein against it at his death or the death of his surviving spouse for the amount of assistance rendered him during his lifetime. This regulation is based on the thinking that property is a resource which the needy person can tap if he needs money. Often an applicant will say that he cannot agree to a lein because be wants the property to go to his children when he passes on. In such cases the local welfare board generally feels that since the children will inherit, then it is. their duty to help their parents in return. The OAA applicant must not be living in a public institution and must not have transferred property within the last five years in order to become eligible.

Aid to Dependent Children provides financial assistance and anyother help necessary for making or keeping a home for the children under the care of a parent or close relative. To be eligible a child must be under 16 years of age or under 18 years of age if regularly attending school, must have lived -in the state for 12. consecutive months immediately prior to ap• plication, or if the child is. under • onOt year of age, his mother must have lived in -the state for twelve consecutive ^months prior to his birth. The child must be Jiving in the- home of a person of close relationship, must-be deprived of parental support or care because of a parent’s death, a parent’s continued absence from home, or a parent’s physical “Or mental incapacity. The ehild, must qlso be^ in need of public assistance.

Air to the Blind is a program for helping needy blind people. A person is eligible for this help * if he has, with correcting glasses, 20/200 vision or less in the better eye; has continuously resided in Virginia for one year immediately preceding the date of hih application ; is needy; and is not being maintained by any public institution at the time of receiving aid to the blind.
