After the passage of the Administrative Procedure Act by Congress in 1146, he was named Director and Chief, Bureau of Trial, .which office he held when his resignation was submitted.
As a prosecuting officer and in his quasi-judicial position under the Administrative Proceedure Act, he was regarded by tbe industries as fair. It is stated that under his direct participation and immediate supervision 5,872 cases were adjudicated, probably a record in government service.
Mr. Beggarly is a Virginian and well known throughout the federal service, having been elected and served two terms as National President, Federal Bar Association. — Interstate Industry Gazette.

At Warrenton, he will succeed J. E. Johnson as engineer in charge of all State road work in Prince William, Fauquier and Rappahannock counties. Johnson on August 1 will be transferred to Salem where he will become acting district engineer supervising State road work in the 12-county > district.
