The Seventh Annuel Instants on Public Education convened July 17*18 et Madison College, Harrisonburg, the theme of the Institute Was “Leadership for School and Community.”
Dr. Harold Benjamin,* dean of the College of Education at the University of’ Maryland, pointed ' out in his opening talk that our country is, whether two want it to be or not, a real power and its primary need is education. Before the war many German professors stated that they believed schools should only give the youth the fundamentals; the building of eitisenship was the work of other organisations. (Even then could be heard the steady thump- thump of the hob-nail boots of Hitlertrained recruits in the Hitler Youth Movement.) American educators, however, believe that education is not only supplying the instruments bat is developing the whole personality. Education extends over all actions and behavior.
