A Proclamation
WHEREAS, The American National Red Cross in its coming Campaign for Members and Funds is seeking public support for its humanitarian services at home and abroad; and WHEREAS, The nearly 3 i million men now in the armed forces, and veterans and their families, urgently require the services of the Red Cross; and WHEREAS, Life-giving blood needed for sick or injured civilians and for defense is made available through the Red Cross; and WHEREAS, Added thousands of Americans^ must he trained in Red (Cross first aid, home nursing and as nurse’s aides to meet family and national emergencies; and WHEREAS, The Red Cross, though its courses in water safety, saves many lives every year; and WHEREAS, The Red Cross and its 1,650,000 volunteers give assistance to those who need help; THEREFORE, I Dorothy C Davis, by virtue of the authority vested in me, do hereby proclaim the month of March as Red Cross Month and now urge all citizens to “ANSWER THE CALL, JOIN AND SERVE” through generous contributions made through local Red Cross chapters.

Mentally Retarded
Around 25 parents and other interested persons attended the Tuesday night session of the Rappahannock County High School ParentsTeachers Association. Mrs. Leslie Fox Keyser, known around Rappahannock as “Miss Leslie” spoke on the Mentally Retarded. In several hours of informal discussions, the group emphasized the importance of studying a child’s background, his home life. Many times a child termed mentally retarded is simply an underpriviledged child and with the proper guidance he will flourish into a normal condition. Retarded or underpriviledged, the need for counseling is there, often under the surface. Behavior is caused and the causes are multiple, complex and interrelated.
