Testimony which has been takeh so far by subcommittees of the House and Senate Appropriations Committees indicates that cuts below budget estimates, in domestic spendf ing, outside the defense program, will be relatively minor. There also is good reason to believe that cuts which are made will be more than offset by salary increases for Federal employees. 'These salary increases' were not included in the budget and Civil Service workers have indicated that they are not satisfied with a revised scale that the White‘House indicated it would approve. The budget picture is further complicated by the fact that tax cuts will not be limited to the bill recommended by the President which now is pending in the House. Groups which are most affected by excise taxes are bringing strong pressure for their reduction or repeal and individuals are remanding that when corporate taxes and taxes on dividends are reduced, personal exemptions shall be raised at the same time. If these changes are made the deficit for the fiscal year commencing next July will be closer to eight billion dollars than to the three billion anticipated by the President when he submitted his message last January.
