lhe effect of an increased deficit will, of course, be inflationary, and while that influence may help to check the economic recession which many persons now fear, it also will mean that we have not yet solved the problem of shifting back from a war-time to a peace-time economy.
One agency which may help to make this shift, which must be made sooner or later, is the new Commission on Organization of the Executive Branch of the Goverment, headed by former President Hoover. The previous Hoover Commission recommended a rather broad program of reorganization which placed emphasis on increased efficiency rather than economy. Virtually all of the economy in domestic spending accomplished in the last two years has been through the action of the Congressional Appropriations Committees in reducing aporooriations, sometimes in a rather arbitrary manner. In the current studies the new Hoover Commission will give particular attention to greater economy in the operation of what unquestionably has Ibecome a top-heavy bureaucracy.
