Right- To Work Law_ delegate Tom Frost voted with the 61 House memibers who voted “yes” in the approval of the Stanley administration backed changes to the Right-to-Work law. There were 38 votes against the measures, which were bitterly opposed by labor. A Senate measure—sponsored by Senators John A. K. Donovan, Charles R. Fenwick and W. Marvin Minter—that would have permitted Federal employees to hold local offices if the plan was agreed to in local referendums, the measure mainly concerned Arlington, was killed in the House.
Delegate Frank P. Moncure delivered a stinging attack against the measure in a speech in which he said the practice would see the state “so permeated with outside influences that you won’ recognize it 10 years from now."
The measure was killed by the House on a 51-33 vote. Among those who voted against the measure was Delegate Frost.
