Mr. Barksdale said that farmers must not make such use of land included in these programs without prior approval since-this would constitute a violation of the programs and might involve penalties.
He also said that farmers could obtain such approval and permit other farmers in the community to utilize the grazing or harvesting privileges in return for a cash payment or other consideration.
Emergency grazing and haying was authorized in Rappahannock County by the Secretary of Agriculture because of shortages of hay and forage caused by severe drought.
