Mr. Kirby stated that the local community is directly responsible for developing the Community Action programs. As a first step, a Community Action Group must be formed. This must be racial and must have a representative from each local organization. It must also include some poor people, because experience has known that there are poor people to whom other poor turn for advice. A Community Action Group can be formed either by resolution adopted by the Board of Supervisors or by the action of local citizens, with the endorsement of the local governing body, to form a private non-profit corporation. The federal government will pay up to 90 percent of the cost of local programs in the first two years; after that as•sistance will be on a 50-50 matching program development.

Some county statistics were presented showing that the per capital income in the county in 1963 was $1,281 as compared with $2,066 on the state level. In 1959 51.8% of the families in Rappahannock County had income of $3000 or less. Wildlife Babies

With the advent of spring most wild animals are or soon will be preoccupied with raising families. “Well intentioned persons who attempt to give nature a hand by kidnapping wildlife babies that appear abandoned are asking for trouble in addition to making themselves liable for arrest and fines," cautioned Chestei F. Phelps, Executive Director of the Commission of Game and Inland Fisheries. “All captive wild animals are potentially dangerous and keep Ing game birds, game animals or furbearers in captivity with out a permit is a violation of Virginia Law," Phelps said.
