The School Board for Rappahannock County Public Schools has authorized the Superintendent of Schools to prepare a Freedom-of-Choice Desegregation Plan for submission to the Department of Health, Education and Welfare as evidence of its compliance with Title VI of the Civil Rights Act of 1964. O. A. Norton, Superintendent of Schools, has prepared a tentative plan and has consulted Mr. t Edward Mearns, Associate Dean, University of Virginia Law School in its preparation to meet HEW requirements. Copies of the final plan will be sent to the State Department of Education for submission to the Department of Health, Education and Welfare for acceptance. Under the plan, three elementary grades, first, second and third, and two high school grades, eight and twelve, will be desegregated on a Freedom-of-Choice basis. Parents of children in the above grades may register their children in the nearest formerly white school or the nearest formerly Negro school. Parents may register pupils through May 28 at the school of their choice. The plan will further state that transportation will be provided, as required by law, for pupils without regard to race to the school of their choice. In addition, all school conferences, workshops, inservfce education programs, curriculum committees, etc. will be conducted on a nondiscriminatory basis and all services, facilities, activities and programs within a school will be conducted without regard to race, creed or national k origin.
