Major Burgess is a native of Spotsylvania Countv. He was appointed a trooper in 1936 and assigned to Norfolk. He has come up through the ranks serving in the personnel and training division in charge of the training school, then as commander of the FourthDivP sion, in the administrative Headquarters as Field Supervisor, now holding the position of Executive Officer of the Department.
