Declares Marsh
Rep. John 0. Marsh, Jr., said in Orange Saturday night that he saw ‘‘hope for some modernization of Congressional procedures in this new 91st
Congress”.
“I do not hold out a promise of dramatic changes, and, as a matter of fact, changes probably will not be dramatic in the center of representative government,” Marsh said.
The 7th District Congressman, sole Virginia member of the House Appropriations Committee and sponsor of two bills for fiscal management reform, spoke at a Charter Night dinner meeting of the Orange Jaycees.
“The winds of change are beginning to blow on Capitol Hill, “Marsh said; “there is an expanding awareness in Congress that the representatives of the people have not equipped themselves adequately with the techniques with which they are confronted when expert witnesses of the Executive Branch come to Congress to justify their budget estimates.”
