Friday, January 31,1969, isth< deadline for Employers to give employees their 1968 W-2 forms showing the amount of earnings income tax withheld and soda security information, James P Boyle, District Director of Internal Revenue for Virginia, said today Forms W-2 have to be filed with incometax returns and those whe had mate than one job last year should make sure they have received all of them when they file their returns.

Unveils New Plans
Postmaster General W. Marvii Watson in a recent pres conference, outlined threr proposals that would solve posta problems -for the next five years
(1) Endorsed the formation o a government postal corporatior to operate the Postal Servlet along lines suggested by th< Kappel Commission. (2) Proposed a billion dolla plan for modular mail factories to cut costs of construction speed mail processing and saw $9.6 billion over the next 11 years.
(3) Said combining first-clas and air mail into one class of mai at a 7-cent rate would wipe ou the postal deficit and create i $201 million surplus. Mr. Watson said that thi: package plan can reduce rates anc make the Post Office Dept, paj its own way. The change in the raU
