Richmond - June 12, 1969 - The new license that will be issued to all Virginia drivers beginning July 1 was described here today by the Division of Motor Vehicles. The Division is implementing legislation inacted by the 1968 General Assembly requiring photographing of applicants for license and issuance of embossed plastic licenses, and has sought to provide the best license available at the least possible inconvenience to the state’s drivers.
The license will consist of two integrated parts. One part, labeled “B”, is a tamper-resistant card bearing a full-color photograph of the driver. The cards will be produced with photographic systems provided by Polaroid Corporation, using self-developing color film which makes it possible to produce this part of the two-part license complete with a color portrait of the licensee and permitting delivery of the photo card on the spot. The photo card is sealed in plastic in a special folder provided by the DMV.
The second part, labeled “A”, in the two-part license is an information card with embossed biographical data about the driver. This information card will be mailed to the licensee after he receives his photo card and after his license application has been processed in Richmond. The information card, part “A”, must be carried in the special folder which also contains the sealed in color photo, part “B”.
Both parts of the license will carry identical social security numbers and reference marks which must match perfectly for the permit to be valid. In addition, the absence of either card invalidates the license.
In converting to a photo license program, Virginia becomes the fifth state in the country to adopt the instant photographic system.
The new Virginia operator’s license will be valid for three years if issued prior to January 1, 1970, and for four years if issued on or after January 1, 1970. Chauffeur’s licenses will continue to be valid for one year. Driver license fees continue under the present schedule.
