ELIMINATES RETAKES If the picture does not turn out well because the subject blinked Dr looked away, the issuing examiner can tell right away and reshoot the picture, eliminating annoying and costly return visits to have the picture retaken. After the driver applicant receives his photo card, part “B”, his application goes to the Division of Motor Vehicles headquarters in Richmond where the embossed plastic information card is processed and subsequently mailed to the driver. The photo card and the proper receipt issued by the examiner will enable the applicant to drive until his plastic embossed information card is received.
Use of the two-part license is a convenience to persons changing their addresses, as they do not have to reappear for another photograph in order to get a corrected information card.
The new photographic license
offers the driver a distinc^ advantage. He gets a secure license with his color picture on it which means that if the license is lost, no other person can use the license.
He also knows that the in-person visit to the licensing station will eventually result in greater highway safety because it gives Motor Vehicles officials an opportunity to spot drivers who, for one reason or another, may not qualify for a license.
