me is**i special session ot me General Assembly finally adjourned on July 8, 1971. The Session began on January 6th and Ihe Legislators returned to Richmond on five subsequent occasions. I understand that this was the longest Special Session in history and it was most interesting to have taken part in this unusual Session.
Although the Special Session had for its primary purposes implementing the revision of the State Constitution and the reapportionment of the districts for both the House of Delegates and the Senate many other laws of a general nature were adopted. Local governing bodies were granted permission to enact laws exempting or deferring real estate taxes for the elderly under certain conditions and exempting certain lands devoted to agriculture, horticulture, forest and open space use from taxation. The 26th Amendment to the United States Constitution was approved, so persons eighteen years of age and over who register and are otherwise qualified may now vote in all state and federal elections. Over 17 million dollars of surplus from the prior year was appropriated to help localities in their sewage treatment programs. An additional 3 million dollars was appropriated to meet the rising welfare payments and case loads so that the state could assume local welfare costs by January 1, 1972. Nearly $900,000 was appropriated to employ 48 new State Troopers and 12 new Investigators to be assigned primarily to the Drug Abuse and Control Program.
