THE OLD conservation and economic development department had worked with the Army Corps of Engineers, which planned the dam; it was the Virginia governor’s agency charged with carrying out dam building policies approved by the governor.
The Salem Church 0Dam and Reservoir would back up water along some 53 miles of the Rappahannock and Rapidan Rivers. Its supporters say it is needed for Northern Virginia’s water supply, among other alleged justificatvons.
However, several Northern Virginia governments have said they were not interested in getting their water supply from Salem Church, which is some 60 miles south of Washington, D.C. Instead, they have said they preferred to get water from the Potomac River upstream from Washington or from the estuary south of here. □
