GEORGE MUTH, one of Rappahannock’s delegates to Chapter 10 Mental Health Board, said that Rappahannock was the only one of five counties in the Chapter 10 program that did not appropriate its share of the funds. ‘‘As a member of the Chapter 10 board, I’m embarrassed that my county can’t pay its fair share.” Muth introduced David J. Schwemer, executive director of the RappahannockRapidan Mental Health-Mental Retardation Services Board, which administers Chapter 10, and invited the Supervisors to ask him questions about the program.
Herbert Foster wanted to know how much each of the other five counties contributed. “It’s a per capita figure,” Schwemer said.
