“The state paid for this increased enrollment, sending the extra funds so that we would still be spending $628 per student,” Norton continued. “But this money arrived too late for us to use it in the programs or for staffing. In all, the money sent in after March, when we found the average daily membership was higher than we planned for, amountedto$37,000,” Norton said, adding that $15,000 of that amount came in after July but was earmarked for the previous year.
