hosted by the Board of Supervisors. Luke noted that the school board budget is the largest item of the county’s budget and he thought it warranted full attention at a separate hearing. Luke said he thought the school board, not the Supervisors, should sponsor the hearing because they are in a better position to “defend” and “explain” the budget requests to the public, since “they know the pros and cons of the alternatives that were dropped or put in.”
School board members E.N. Montague, Irvin Kilby and Beverly Massie disagreed. Montague branded Luke’s suggestion “a ploy to place the responsibility for the school budget on the school board” instead of on the Supervisors, “where it belongs.”
