Capt. and Mrs. William Keim of Amissville, enthusiastically endorsed the project, declaring, “We have done business with these men, have had them cater for us and know that anything they do will be done right. Where can you go in Rappahannock to have a decent meal and a nice time?”
Judge R.V. Snead voiced concern over changing the nature of the area to commercial use and felt that specified conditions should accompany a permit, as landscaping, screening parking area (both had been clearly defined in the plat shown) maintenance of building.
Mention was made of limiting the use permit to one year with reconsideration at that time. Mr. Carrigan explained that he could not make such a substantial investment as would be necessary for such a limited time. He said, “It is my property and my money and you are not justified in limiting it to a year.” At this point he injected a comment on the Judge’s sheep pasture near by.
Sentiment of the Council favored the use permit with contingencies about change of ownership. After a caucus in the jury room of the courthouse the vote in favor of the permit was unanimous.O
