Title I Federal funds for the reading lab program will also amount to more than expected, said Norton. Money in this category has to be spent on the earmarked program or else returned, he noted. On the other side of the ledger, operational expenses are running higher than anticipated with added fuel costs. "We will not exceed the total budget but we need to make changes in certain categories,” he said.
