ACCORDING to information presented by Montague from the finance division of the State Department of Education, Rappahannock ranks 84 out of 94 divisions in cost per pupil, at $888 apiece. Funding breaks down into 28 percent state, 11 percent Federal and 61 percent from local sources.
Figures from the 1975-1975 State Superintendent’s Annual Report show the county employs 60.6 professional people, 2.6 persons over the minimum requirement. Compared to other Virginia localities, with average daily school membership (ADM) under 1600, Rappahannock employs the least amount of professionals over the minimum required.
Montague said that a particularly disturbing rumor contended that the Madison County School system, with an ADM of 2,199, employed only two professionals and two clerical personnel in the administrative office. This is not the case, he said. Madison has a superintendent, assistant superintendent, director of instruction, coordinator of special education, school psychologist, visiting teacher and coodinator of federal programs—all full-time personnel. The system also employs a clerk and three secretaries.'
Under the formula used by the state to determine the distribution of state funds for education, Rappahannock ranks as the fifth wealthiest in Virginia, said Montague.
