In his February 18 letter, Jacobson said that the statement for management does not propose any action except in general terms. When all comments have been received, the draft will be completed and forwarded to the professional park planning unit in Denver, Col., for use in preparing a general park management plan.
The first step in formulating this plan will probably consist of consultations with local organizations and interest groups, wrote Jacobsen.
Then the park planning unit will prepare alternatives, with environmental assessments, for consideration and review by the public. Following this, a final General Management Plan, with an Environmental Impact Statement, will be developed. “I anticipate that this process will begin next October and that the alternatives may be available for public comment as early as the spring of 1978.”
IN response to the questions raised by Capelle, Jacobsen wrote that “any questions concerning future land acquisition cannot be answered until boundary alternatives have been prepared and the public has had an opportunity for review and response.
