With the additional mileage required by a split-shift kindergarten program, “I think it would be dangerous to get behind” in the replacement schedule, answered Norton.
The county will save $800 per bus by ordering early but will be sacrificing safety features, commented Commonwealth Attorney George Davis.
“In someone else’s opinion,” countered Wood, “not Mr. Norton’s, and probably not mine.”
A panel of safety experts came to the conclusion that the additional safety measures—the raised seats and caged gas tank— were necessary, Davis responded. “The Board might be sticking its neck out if it sacrificed some safety regulations and then a calamity occurred.”
NORTON said that the buses, even if ordered early, would meet all state and Federal safety regulations. Raising the seat backs is the most expensive change and would add to an already existing discipline problem by obscuring the driver’s vision of the elementary students, he maintained.
The Supervisors unanimously authorized the early replacement order of two school buses, at approximately $13,000 apiece.
FANNING BAUMGARDNER explained preliminary architectural plans for the building expansion submitted by Avery Falkner. The proposal includes not only the clerk’s office but also expansion in the court house complex in accordance with the report done by the Justice planners from the University of Illinois.
