TT t JVV 111 LV/ HOTV UW qualms about the funds which flow out of our pockets to the nation’s two largest private concerns (General Motors and Exxon) which are doubtless represented in Rappahannock County, and yet we become upset when a far smaller share of our income dissipation suddenly becomes visible - when it lands in the welfare department. The situation is hardly unique to your county - I have heard the cry of "socialism” in my own native Orange County of North Carolina when it first began its “meals for the elderly” program. The problem is a difficult one. As a relatively inexperienced bureaucrat myself, I can attest to the sometime idiocy of government. And yet, if you were to begin a drive tomorrow to obtain the necessary funds from local, private sources to accomplish the same purpose for which the federal and state funds are offered, I doubt seriously that you would get very far.
The ideal solution, and that which the opposition would really prefer to see take place if they only realized it, would be a caseby-case situation in which each of the elderly in need of the meals would be “adopted” by a local citizen who took a personal interest in the. . .yes, welfare of the person, and dedicated whatever resources of time and money that were necessary to achieve the desired end. That is really the only solution to any kind ol “institutionalized caring.”
