The betting bill, sponsored by Del. Andy Guest (R-Warren), passed the House of Delegates in a 52-48 vote. However, the Senate General Laws committee felt that it needed amendments strengthening it.
The committee approved measures that will prevent members of the General Assembly and their families from investing in race tracks as well as an amendment that prevents General Assembly members and their law partners from serving as counsel to or serving on the State Racing Commission.
The committee failed to approve an amendment offered by State Sen. Charles L. Waddell (D-LoudounFairfax), which would have required referenda in jurisdictions adjacent to an area seeking a race track.
Waddell’s amendment would have required unanimous consent from a region before a race track could have been built. He told the committee that he is an advocate of the betting bill but wanted to see those safeguards included.
VETO AMENDMENT
A Senate resolution calling for a November referendum on a proposed constitutional amendment that would adjust the General Assembly schedule to permit consideration of gubernatorial vetoes was approved by the house of Delegates last week.
EYE BILL ADVANCES
The Senate Committee on Education and Health voted 9 to 5 last week to report a House-passed bill that permits optometrists to use certain drugs in eye examinations.—Jim Pope
