Phillip Burton, chairman of the U. S. House of Representatives Subcommittee on National Parks and Insular Affairs, has called a halt—at least temporarily—to the proposed exchange of Shenandoah National Park land in Rappahannock for private property in Greene County.
In a letter dated June 15 addressed to National Park Service Director Bill Whalen, Burton asked for written confirmation that further processing of the proposed exchange will be halted until the House Subcommittee has an opportunity to review and comment on the action contemplated.
Previously, questions had been raised as to whether the exchange . violated both Virginia and Federal law. From Burton’s letter, it appears that additional regulations regarding Park boundary changes have been ignored.
“In light of the fact that no notice has been transmitted to this Committee with respect to the proposed boundary change and land exchange at Shenandoah National Park, as required by law.’’ Burton wrote, “I believe that it would be highly inappropriate to proceed with any exchange until arrangements have been made to fully inform this Committee of the need for the exchange and the alternatives involved.'*
