Kyle and his team are, in effect, running the division pending the outcome of an imposing variety of investigations which are now in progress.
These are being conducted by the Attorney General’s office, the state police and a special Richmond grand jury. They involve, according to published reports, at least a half-dozen product areas.
Because of their complexity it will be late in the year before the first definitive reports of these investigations are released.
Meanwhile, Kyle and his team, working through official division channels, have been taking the steps they deem necessary to clean up the division and bring its operations into line with both the law and ethical business practices. In the process they have fired several officials and suspended a couple of companies from doing business with the state.
One of these companies was InterRoyal.
At first glance one is tempted to view the action of the Appeal Board in reversing InterRoyal’s suspension as a case of the business community taking care of its own. The fivemember Appeal Board is made up of respected members of the Connonwealth’s business community. Also, as noted, Nunnally, the alleged recipient of InterRoyal’s largesse, was once a member of that Board. This, indeed, might be the case. But on the other hand it would appear that Kyle hung his suspension recommendation on a rather slender reed.
