Planner Walter Masterson, who also served with Barksdale on the local board of assessors during the last county reassessment, agreed. “He’S not political,” Masterson emphasized. “Mr. Barksdale is utterly fair in everything he does. As chairman of the planning commission, he could dictate policy but he doeyi’t- He could cut off discussion and shut people up but he always lets everyone speak their piece.”
Masterson described Herbert Barksdale as a very fine man. "Sometimes, he steps on people’s toes—he’s very outspoken—but he’s only trying to get at the facts. I certainly admire the old gentleman.” Masterson recalled Mr. Barksdale mentioning recently that, at 80 years of age, it might be time for him to retire from public life. “I hope he continues for many, many more years,” Masterson concluded.
Barksdale has carried his administrative talents into the business world as well as to local government. In addition to serving as a director for the Rappahannock Farm Bureau, he’s also on the board for the Rappahannock National Bank.
