“The picture, gentlemen, is bleak,” resident highway ^engineer Don Askew warned the Rappahannock supervisors on Monday.
“Bleak,” as Askew explained it, means a freeze on hirings, no money for secondary road construction, a secondary maintenance budget that’s already overspent and a .hold on revisions to the county’s sixyear road plan which was scheduled for review next month.
