At meetings last Wednesday and this Tuesday, the Kappahannock School board heard alarmingly high estimates on what a proposed vehicle maintenance facility and central office will cost to build. Just how high is anybody’s guess, however, because the board refused to release any of the figures from a formal report on construction program and budget analysis for the combination structure prepared by Mosely-Henning architects.
At the start of a two hour discussion on the MoselyHenning report at the August 4 meeting, chairman Beverly Massie cautioned her fellow board members against mentioning dollar amounts, expressing concern that publication of the architect's rough projection on cost of the new building would somehow compromise the bidding process later.
Subsequently, when asked by the Rappahannock News for a copy of the MoselyHenning report, superintendent of schools Robert Estabrook refused after consultation with the board chairman, maintaining the document falls in the category of "working papers” and is thus excempt from disclosure under the state's Freedom of Information Act. (The News is waiting for the promised written refusal from board attorney Phillip Stone and will then pursue the issue through appropriate legal channels.)
