In arriving at building costs, the architect continued, he used national averages adjusted for Culpeper, the closest locality on which he had “hard data”. “Costs in this area tend to be slightly less than the national average but not much less," Brown said, adding that construction costs are lower in other portions of Virginia.
He emphasized that what he presented to the board was not a cost estimate but rather a budget analysis. “We’re trying to determine what type of costs to plan for so we have to go with what a building of this type costs generally," he said. To do an actual cost estimate, the board must first decide on design and type of materials, Brown added.
