monwealth’s Attorney Douglas Baumgardner replied, offering to check on the status of the money.
Baumgardner also assured the supervisors that they have the authority to use funds in the current county budget to cover the local half of the renovation expenses.
“I’d like to see it go out to bid. It’s been almost a year,” said Supervisor Hubert Gilkey, adding that the county is obligated to improve its jail facilities whether state reimbursement is forthcoming or not. “Besides, we don’t have to accept any of the bids. We can always say, ‘Gee, we don’t have the money.’”
The board voted unanimously to advertise the renovation for bids.
Baumgardner reported on Tuesday that, according to the staff counsel to the Senate Finance Committee, Governor Robb has sent back 37 appropriations items with comments or vetos. “But none pertain to the Rappahannock County jail. . . Technically, the governor won’t sign the appropriations bill for two weeks but (the county’s $82,500 reimbursement for half the renovation cost) “is as good as being set in concrete,” he said.
