Joseph Brotkowsky’s house lies right under the path of the advancing high voltage line. He’s concerned about the potential health hazards posed by 138 kilovolts hanging over his home as well as its impact on property value of the residence he currently has up for sale. Brotkowsky is currently involved in legal negotiations with Potomac Edison. According to him, the utility contends it has the right to do “anything they want, anytime they want” on the basis of three earlier easements granted across the property in 1928, 1940 and 1944. He reported that utility representatives never mentioned anything about installing larger poles when they approached him.
