Continued from page 4 reduced the money available to them. Before duly 1, primary roads received 50 percent of the highway fund pie, with secondary and urban systems each receiving 25 percent. The new formula gives primary roads 40 percent of the highway kitty with urban and secondary roads each picking up 30 percent.
There also was a hefty political component in Willey’s proposal which should not go unnoticed. It amounts to a pre-emptive strike against a highway bond issue which has been gathering legislative support, and which the senator strongly opposes.
Others, however, disagree. Del. Dorothy McDiarmid (D-Fairfax) who is in line to succeed Bagley as chairman of the House Appropriations Committee, believes there are many needs beside those of the primary roads which should be, addressed, especially in traffic jammed Northern Virginia.
All of which puts Willey in ah excellent position to enhance hig already enormous prestige and power within The Senate, as well as the power of the Senate itself. With a new administration which is generally sympathetic to his views coming on board and a new Appropriations Committee chairperson in the House, the stage is set for a General Assembly session wher, even in more than most, the theme will be, “What Ed wants, Ed Gets!”
It looks like a good year for the senior senator from Richmond.
