Library Board
Adjusts Budget

At last Thursday’s meeting the Library Board had to a4just its budget for the coming year because the General Assembly appropriated $1,753 less for the library than the , board thought the county would get when the budget was adopted.
Because three-fourths of the state money is designated for books and subscriptions, the board voted to reduce funding for books by $1,468, leaving $13,470 for books and subscriptions. The rest of the reduction came from furnishings. That line item was cut from $1,000 to $515.
The state’s appropriations for libraries is supposed to be based partly on county funding, and full funding for the county under the formula would have been about $25,000. That is based on the county share in the 1992-93 fiscal year. The county's appropriation increased in the 1993-94 fiscal year.
Although the library will be getting slightly more money from the state next year, $17,960 compared to $16,165 in the current budget, the state seems to fall farther and farther behind in meeting its share.
With the board’s action the total amount of the budget was reduced by $1,753. The board is still requesting $50,781 from the county. ' The board adopted “in principal” a landscape design prepared by Warrenton landscape architect Meade Palmer for the entrance. Member Mary Jamieson presented a drawing showing how the entrance would look, and members were very enthusiastic but concerned about the cost.
The board authorized buildings and grounds committee chairman Frank Warner to work with others and put up a partition separating the furnace area from other storage space in the basement.
Member Roberta Anderson reported finding cardboard boxes stored “on top of the furnace” containing plastic packaging. “This is serious,” she said.
The board agreed to use wire in constructing the partition for air circulation. Member John Hartline agreed to periodically check the area for safety. i Chairman William Young noted that the air handler room also presents problems with storage. “It’s no fire hazard,” he said, “but there is an endless amount of stuff.” The board agreed to try to remove much of this stuff and donate it to an auction or flea market to take it to the landfill.
Mr. i Warner’s suggested the board consider a storage building in back of the main building, but other board members did not like the idea. Dr. Young suggested, if necessary, the board could consider storing items in various homes, but he said first they needed to get rid of things that are not needed.
