the parking lot. Significant roof leakage exists in several areas in the front part of the building, which was built in 1962. Under those leaks the floor tiles were loose, warped and covered with mildew. The roofs in the large additions added in 1968, 1969 and 1971 were in good condition. The largest section of the building cannot be seen from the road. Luke commented, “It’s a lot bigger on the inside than it looks on the outside.”
Williams pointed out the air vents where chemicals used in dry cleaning were vented outside. The chemicals fell to the ground, washed into the soil at the edge of the asphalt or permeated through the asphalt and soil polluting the ground water, he said. The Aileen building was constructed in 1962 and was used for the manufacture of knitwear. Dry-cleaning was conducted, at the building after 1971 and was the source of pollution. There were no laws restricting dry-cleaning chemicals at that time.
