(940) 679-5330 TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: On or about February 15, 2008, the above named County will request the Virginia Department of Housing and Community Development (DHCD) to release Federal funds under Title I of the Housing and Community Development Act ot 1974 (PL 93-383) to be used for the following project: Scrabble School Senior Center The projecl will include the demolition, removal and reconstruction of a rear one story addition Interior and exterior repair and renovation of the existing school building for re-use as a County Sonior Center will be done Landscaping and exterior site work will be completed The Scrabble School is located on Scrabble Road, south of Woodville, approximately 'h mile east of Route 522 The estimated project cost is $450,000. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements An Environmental Review Record that documents the environmental determinations for this project is on file at the above address and may be copied or examined on weekdays 8 30 a m to 4:30 p.m. All interested agencies, groups and persons may submit written comments for consideration by the County to tne office of the undersigned All comments received February 14. 2008 will be considered and the County will not request the release of Federal funds prior to the date specified in the preceding sentence Rappahannock County will undertake the projecl described above with Block Grant funds from the Virginia Department of Housing and Community Development, under Title I of the Housing and Community Development Act of 1974. Rappahannock County is certifying to DHCD that the County and John McCarthy, in his official capacity as County Administrator, consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibil ities in relation to environmental reviews, decision making and action, and certifies that these responsibilities have been satisfied The legal effect of the certification is that upon rts approval Rappahannock County may use the Community Improvement Grant funds, and DHCD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 DHCD will accepl an objection to its approval of the Release of Funds and acceptance of the County s Certification for a period of fifteen days following the anticipated submission date of the RROF or DHCD s aclual receipt of the request (whichever is later), only If 11 is on one of the following bases (a) that the certification was not in fact executed by the chief executive officer or other officer of applicant approved by DHCD, (b) that applicant s Environmental Review Record for the project indicates omission of a required decision, finding or step applicable to the project in the environmental review process, (c) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality Objections must be pre pared and submitted m accordance with the required procedure (24 CfR Part 58) and may be addressed to
