“We are seeking a leg up on asking you for money later," McCarthy explained.
John McCarthy testified that high real estate values in the county result in an elevated “local composite index” (LCI) of .80 — meaning that the state will pay only 20 percent of the cost of education in Rappahannock. This LCI is not reflective of residents’ income, he said.
“One of the main things that is driving the .80 (LCI) is the fact that we have a number of people coming out to Rappahannock to buy weekend places or buy retirement homes from more populous jurisdictions, primarily Northern Virginia, who are bidding up the price of land substantially,” McCarthy said.
