“Though exposed as no other •Southern state to the unending activity and influence of these political vultures, we have kept shining 'bright on the south bank of the Potomac the flickering light of Democracy.
“We have wailed and complained at these threats to chop away our liberties—and we have taken positive steps to counteract them.
“We have made the faithful and impartial enforcement of law paramount, because we recognize that as the first and foremost function of government.
“We have refused to consort with the union racketeers, or the gangsters, or the gamblers, who have sought to make government their puppet with so-called “labor leaders” pulling the strings. We have declined to abdicate to a group of would-be usurpers whose insatiable appetite for power already has sapped the strength of the national government.
“We have preserved the sacred rights of individual citizens. We have safeguarded the humblest among us in his free and untrammeled right to toil and work and earn honest breaji for himself and family, irrespective of membership in a union or any other organization. Any man in Virginia can engage in his lawful occupation without fear of being compelled to submit to the whim of ruthless tyrants.
“Interference from Washington and elsewhere has not prevented us from promoting the public safety and protecting the public interest.. There has not been, and I predict there will not be,any interruption of essential public utility service in Virginia. Equitable and fair laws, which place public responsibility above selfish interest, are responsible for this fortunate situation.
