“We enjoy the benefits of a conservative welfare program, adequate public parks and recreation areas in our Commonwealth.
“Improvement in appropriations to our public school system has more than kept pace with the rest of the states of the nation. During the four years of my term as Governor, the appropriations from state funds for the public school system totaled more than a 122million dollars. Thjs represented an increase of more than 52-million dollars, or approximately 75% over the period 1942-1946.
“This increase alone lar exceeds th entire appropriation for public schools for the four years 1938 to 1942. The administration of my distinguished successor, Governor John S. Battle has been marked by the largest increases in appropriations to public education in the history of the state. Aside from $75,000,000 to aid the localities in school building construction, funds allocated by the General Assembly for public school purposes now total almost $100,000,000 each -two years.
