“Our highway and bridge system is unsurpassed. We have more than 49,000 miles of highways constructed at a cost of approxi— mately $900 million dollars, and for which Virginia does not owe one farthing.
v “VIRGINIA HAS been able to discharge all of her governmental functions in a highly acceptable and commendable manner. We have adequately met the needs and demands of our people on current revenues at a reasonably low per capita tax rate. Our land taxes are the lowest, according to true value, of any other state in the Union, except one.
“We have no state debt. Virginia operates under the system of a balanced budget.
“All this and more we have been able to do despite the fact that Virginia was the battleground } of the War Between the States, which left her prostrate, the lands and fields impoverished, her resources exhausted, and her manpower depleted. Yet the fields which ran red with blood of her valorous people in April 18&5 were rich with a teeming harvest in September. Our people were in pain and hunger and in the most destitute and necessitious circumstances, and without tools and the instruments and means with which to work. We did not have the benefit of any Marshall Plan. Neither did we have Social Security nor public relief. We had only the will and the determination produced in adversity, to combine our hardy characteristics of independence and self-reliance for the mutual good.
