umce again tne Army engineers Corps is hell-bent on building an imnvame dam on the Rappahannock River at Salem Church, six miles above Frederick stourg.

Several years ago this project came up and was nearly pushed through. When the opposition, at the last moment, became aware of what was happening they got busy, got help and stopped this vast project by showing that there was no reason to dam the Rappahannock and the Rapidan.

The opposition showed that the day of getting electric power from small rivers is long past. Not everyone up until then was aware that one four-foot diameter pipe took the whole flow of the Rappahannock to the old power plant at Fredericksburg in summertime. They also refuted the other reason for this immense dam—that of flood control, to save Fredericksburg from a bad flood about every 15 years.

The plan of this “flood control” project was to permanently flood out 21,000 acres of land and hundreds of farmers to save a few small businesses in Fredericksburg from occasional flooding.

When these reasons were shown up as unjustified the Army .Comes up with a brand new excuse to build this great and expensive dam. It says we need it for recreational purposes and therefore the taxpayers must put out oountless millions to build a dam and pay for 21,000 acres of land and hundreds of homes and thousands of acres of timber, all to be bulldozed to make this lake at our expense.

When the Army Engineer Corps wants to make this "recreational” lake they say is needed so badly, they are blind

from $25 to several hundred a year. More than 75 percent of all big American industrial corporations run workers training programs. Subjects range from algebra through zoology and from introductory courses in machine operation to courses in advanced mathematics and top level management.
