45 Rappahannock farmers have signed to participate in the program for this year. Most farmers agree that the participation payment will exceed the profit from producing the grain. The program is voluntary. The minimum diversion is 20% of the farm base. The maximum diversion is 50% of the farm base or 25 acres, whichever is larger,
