Program Announced
Details of 1965 voluntary wheat program announced by USDA. Operation of program in general will be about same as for 1964-crop year. Although some program provisions are modified, participating farmers can get about same returns as from 1964 program. Principal changes,compared with 1964 program provisions are: 1. Domestic certificates will be worth 75 cents per bushel (were 70 cents), and export certificates 30 cents per bushel (were 25 cents). 2. Price support national average loan rate will be 1.25 per bushel (was 1.30). 3. Program participants can qualify for domestic certificates on 45 percent and export certificates on 35 percent of the normal production from their allotment (were 45 percent each). 4. Wheat and feed grain (Including oats and rye) acreage substitution will be possible (none in 1964). 5. If diversion in addition to required minimum is at least 10 percent of farms 1965 allotment, payment on such additional diversion will be made on 50 percent of farms normal production times county loan rate on ALL of such added acres diverted to conserving use. No payment will be made for applying conserving use to minimum qualifying acreage equal to 11.11 percent of 1965 allotment. (Payment in 1964 was at 20 percent for all acres diverted to conserving use.)
